Summary of the Meetings of the Committee

SATURDAY, 18th March, 1893.

The Annual General Meeting of the friends and supporters of the ROYAL NATIONAL LITE- BOAT INSTITUTION took place this day at St.

Martin's Town Hall, Charing Cross Road, His Royal Highness the PRINCE OF WALES, K.G., Vice-Patron of the Institution, in the Chair.

His Royal Highness having made some suit- able observations on the great and national character of the operations of the Institution, Mr. CHARLES DIBDIN, the Secretary, read the Annual Report, which will be found in the May number of The Life-boat Journal.

The meeting was also addressed by the Right Hon. A. J. MUNDELLA, M.P., President of the Board of Trade; The Right Hon. the EARL OF MOUNT EDGCUMBE; The Right Hon. ARNOLD MOKLET, M.P., Her Majesty's Postmaster General; H.R.H. PRINCE HENRY OF BATTEN- BEHO, K.G.; The Right Hon. The LORD MAYOR OF LONDON ; Sir EDWARD BIRKBECK, Bart.; and Colonel FitzRoY CLAYTON.

 

The officers for the current year were chosen and various resolutions moved, seconded and carried unanimously, pledging the meeting to renewed exertions on behalf of the benevolent and national objects of the Institution.

The officers' names and the resolutions will be found in the May number of The Life-boat Journal.

THURSDAY, 13th April.

Elected the members of the sub-committees (L. T. CAVE, Esq., Chairman) for the ensuing year.

Read the report of the Chief Inspector of Life-boats on his recent visit to the Port Patrick Life-boat station.

Also the reports of the Organising Inspector on his visits to Chichester, Selsey, Little- hampton and Dundee.

Also the reports of the District Inspectors of Life-boats on their recent visits to the following stations :—• Northern District—Montrose.

Reported that Mr. WILLIAM YOUNG had been appointed Honorary Secretary of the Dunbar Branch of the Institution, vice Mr.

ROBERT HENDERSON, resigned.—To be thanked.

The Committee specially recognized the good services rendered by Mr. HENRY WILLIAMS during the long period of twenty-three years in which he had served as Coxswain of the Kingstown Life-boat.

Also the services of Mr. WILLIAM WAY and Mr. JOHN HAMPSON during the period of seventeen years and fourteen years respectively in which they acted as Coxswain and Second Coxswain of the Tenby Life-boat.

Reported the transmission to their stations of the Dunbar, Littlehaven, Peterhead, Rams- gate, Rhyl No. 1, Ruuswick, Southwold and St. Andrews new Life-boats.

Also that the Newbiggin and Dornoch Life- boats had been returned to their stations, after having been altered and fitted with all the latest improvements.

Paid 5,879Z. 11«. 5d. for sundry charges on various Life-boat Establishments.

Voted 145Z. 4s. 2d. to pay the expenses of the Walmer, Runswick, Staithes, Barmouth, Pwllheli, Cemlyn, Cemaes and St. Mary's (Scilly Islands) Life-boats in rendering the following services:— Lives saved.

S.S. Auricula. Remained by vessel.

Staithes fishing cobles. Rendered assist- ance.

S.S. Glendarroch, of London .... 17 S.S. Cameroon, of Glasgow. Landed 19 passengers.

Ship Horsa, of Liverpool 3 The Great Yarmouth Life-boat assisted to save the barque Eakon Jarl, of Arendal, and her crew of ten men, and the Walton-on-the- Naze Life-boat assisted to save the brigantine Agnes Cairns, of Fowey, and her crew, seven in number.

Voted also 335Z. 10s. 6d. to pay the expenses of the North Deal, Kingsdowne, Broadstairs, Winterton No. 2, Palling No. 2, Caister No. 2, Brighstone Grange, Gorleston No. 1, Criccieth, Kildonan, Barmouth, Newquay (Cornwall), Harwich and Aldeburgh Life-boats in as- sembling their crews or putting off with the view of helping vessels in distress.

The Ramsgate Life-boat was also called out, but did not render any service.

Voted the Silver Medal of the Institution, accompanied by a copy of the vote, inscribed on vellum, to Mr. RICHARD KEANE, Station Officer of H.M. Coastguard at Helen's Bay, co. Down, and 17. each to five other men, for putting off in a shore-boat at considerable risk, the boat being capsized several times, and saving the crew of three men from the schooner Clans, of Chester, which stranded in Helen's Bay in a strong gale from the E.N.E. and a very heavy sea on the 26th February.

Also the thanks of the Institution, inscribed on vellum, with the sum of 11., to EDWARD JONES and 11. each to six other men, for saving, at great risk, four of five men from a boat which had been capsized off Malinbeg, co. Donegal, in a strong S.W. breeze and a very heavy sea on the 1st March.

Also 11. to Mr. ANGUS KERR, Assistant Keeper, of Little Cumbrae Lighthouse, in the Firth of Clyde, for assisting to rescue Mr.

James Wallace, the Principal Keeper of the Lighthouse, who was returning to the island in a boat, having with him four of his children, when the boat was capsized by a sudden furious gust of wind. The accident was observed by the Assistant Keeper who at once got out a boat and, accompanied by Wallace's wife and daughter, put off to the rescue and saved him; the four children unhappily perished. The Committee expressed their deep sympathy with the parents and sister of the children.

Voted 31. 10s. to the crew, seven in number, of the pilot cutter Cynthia, for saving four of the crew of the s.s. Darenth, which had been run ashore on the Gunfleet Sands, having been damaged by collision, in a strong W.N.W.

wind and a moderate sea on the 17th March.

Also 11. 17s. Gd. to five pilots for rendering assistance to the crew of five men of the schooner Gazelle, of Inverness, who had taken to their boat, the vessel having stranded on Scotston Head Eeef, off Aberdeenshire, in a strong N.W. gale and a rough sea on the 15th March.

Also 11. to two men for saving one of two men whose boat had been capsized outside Dundrum Bar in a heavy sea on the 28th March.

Also 11. to two men for saving six of the crew of the s.s. Fenella, of London, which had been in collision with the south pier at Tyne- mouth, and afterwards capsized, in a S. wind and a smooth sea on the 21st March.

Also 10s. to two men for saving two men from a boat which had been capsized at Ply- mouth in a moderate breeze and a smooth sea on the 2nd March.

Also 51. to the Coxswain of the Mablethorpe Life-boat, in consideration of illness caused by service in the Life-boat on the ]5th February.

THURSDAY, 11th May.

The Committee expressed their regret at the death of Mr. JOHN LANDSBROUGH, who had been Honorary Secretary of the Seascale Branch of the Institution for ten years and it was decided to send a letter of sympathy to his family.

Voted the thanks of the Committee to SAMUEL COLLINSON, Esq., in recognition of his valuable co-operation during the long period of thirty years in which he occupied the office of Honorary Secretary of the Nottingham Branch of the Institution.

Also to Colonel JOHN RICKABY for his kind services whilst acting as Honorary Secretary of the Bridlington and Barmston Branch of tiic Institution. He had been succeeded by Captain ATKIN.

Reported that Mr. W. H. A. THEED had been appointed Honorary Secretary of the Hayla Branch, vice Mr. F. DANIEL HARVEY, resigned.

The Committee specially recognised the good services rendered by Mr. JAMES COLLINS during the fourteen years he occupied the post of Coxswain of the Kye Life-boat.

Bead letter from the Honorary Secretary of the National Workmen's Exhibition to be held at the Royal Agricultural Hall, Islington, during July and the first two weeks in August, suggesting that the Institution should send a Life-boat to that Exhibition.

Decided that this request be complied with.

Reported the transmission to its Station of the Clovelly new Life-boat.

Also that the Hythe and Sidmouth Life- boats had been returned to their Stations, after having been altered and fitted with all modern improvements.

Paid 3,3281. 15s. 6 Z., for sundry charges on various Life-boat establishments.

Voted 1051. 9s. Gd. to pay the expenses of the Gorleston No. 1, Redcar, Ramsey, Barmouth and Johnshaven Life-boats in rendering the following services:— Lives saved.

Barque Vanadii, of Cimbrishamn, landed 16 persons from Light Vessel.

The Winterton No. 2 Life-boat assisted to save the ketch Zephyr, of Boston, and her crew of three men.

Agnes (Scilly Islands), Walton-on-the-Naze, Clacton-on-Sea, Winterton No. 2, Palling No. 2, Caister No. 2, Wexford No. 1 and Donna Nook Life-boats in assembling their crews or launch- ing to the assistance of vessels which did not however require their services.

Voted also 11. 10s. to the master and crew of the steam-tug Vixen for saving two persons from a boat which had been capsized off Lytham, Lancashire, in a moderate N.W. gale on the llth February.

Read letter from the Secretary of Lloyd's Register of British and Foreign "Shipping, of 17th May, forwarding for the use of the Institution a copy of the Society's Yacht Register for 1893-4.

Reported the transmission to its station of the Palling No. 2 Life-boat.

Also that the alterations and improvements of the Blyth No. 1 and Ferryside Life-boats had been completed and the boats returned to their stations.

Decided that a new Steam Life-boat be built and that Messrs. R. & H. Green, of Blackwall be instructed to build the boat.

Paid 3,20-21. 12s. 4 J. for sundry charges on various Life-boat establishments.

Voted HZ. 8». to pay the expenses of the Wexford No. 2 Life-boat in putting off in response to a telephonic message, and remaining by the endangered Schooner Lapwing, of Arklow, during a strong wind and moderate sea, on the 21st May. (Vide page 532.) The Caister No. 2 Life-boat assisted to save the stranded Barque Alexandra, of Frederikstad.

Voted also 911. Us. 6 i. to pay the expenses of the Kessingland No. 3, Palling No. 2 and Winterton No. 2 Life-boats in assembling their crews or putting off with the view of assisting vessels which did not eventually need their help.

Also the Silver Medal of the Institution, accompanied by a copy of the vote, inscribed on vellum, and the sum of 11., to Lance Corporal HOLMES, Rifle Brigade; to Private SUTCLIFFE, 21st Hussars; and to Private BYRNE and Private CARROLL, Royal Irish Regiment, for gallantly putting off in a boat and saving three men whose boat had been capsized in Southampton Water on the evening of the 1st May. The four soldiers were patients at the Royal Victoria Hospital, Netley, having been invalided from India, and incurred very great risk of further injury to health by exposure in wet clothing to a cold wind, in addition to the danger they ran in effecting the rescue, having but small know- ledge of the management of a boat.

Voted also 100. to a man for saving four of the crew of the s.s. Fenella, of London, which stranded at South Shields, in a smooth sea, on the 21st March.

Reported that a great Life-boat Demonstra- tion had taken place at Bridlington on the 6th July, under the patronage of H.B.H. the DUKE OF YORK, K.G. The movement had been organized by Lieut. G. H. YONGE, B.N., Divisional Officer of H.M. Coastguard at Bridlington, -who bad for several months been actively engaged in making the necessary arrangements.

Decided that the best thanks of the Com- mittee be presented to Lieut. YONGE in recognition of his valuable service?.

Reported the transmission to its station of the Eye new Life-boat.

Also that the alterations and improvements of the Holy Island No. 1 Life-boat had been completed and the boat returned to its station.

Voted 492. 6s. 6 J. to pay the expenses of the Cemlyn, Eunswick and Gorleston No. 1 Life- boats in rendering the following services :— Lives saved.

Steamer Moss Rose, of Liverpool. Ee- mained by vessel.

Fourteen fishing cobles. Rendered assist- ance.

A Staithes fishing coble. Saved boat and 3 Cutter Naar Myn Genoegen, of Ostend . 4 The Port Logan Life-boat saved the en- dangered schooner Marie Kerstine, of Glasgow, and her crew of three men.

Voted also 462. Os. 9d. to pay the expenses of the Palling No. 2, Eobin Hood's Bay and Broughty Ferry Life-boats in putting off to assist vessels which eventually got out of danger without their help.

Also 21. 10s. to five coastguard men of Clacton-on-Sea for putting off in the coast- guard galley and saving the crew of two men from the barge Robert and Jane, of Eochester, wbicb sunk about balf a mile S. of Clacton pier in a strong S.S.W. breeze and a heavy sea on the 27th June.

Also 9s. to three other coastguard men who assisted to launch the boat.

Also II. 2s. 6d. to three men for saving a fishing boat, with three men on board, which was in danger, her crew being exhausted, about a mile and a half from Harrington, Cumber- land, in a strong S.W. wind and a heavy sea on the 27th June.

Western District.—Aberystwith, Aberdovey, Barmouth, Pwllheli, Abersoch, Llanaelhaiarn, Criccieth, Porthdiullaen, Lyme Regis and Sidmouth.

Irish District—Port Erin, Castletown, Ram- sey, Douglas (two boats), Peel and New Brighton.

Voted the thanks of the Committee to T. BBANDRETH GIBBS, Esq., and W. B. GUY, Esq., in recognition of their past valuable co- operation as Honorary Secretaries respectively  of the Exeter and Port Isaac Branches of the ' Institution.

Reported that the Committee of the Black- pool Branch had appointed Mr. WALTER SMITH Honorary Secretary of the Branch.

Reported the transmission to their stations of the Lowestoft No. 2 and Sennen Cove new Life-boats.

Also that the alterations and improvements of the Exmouth. and St. Anne's No. 1 Life- boats had been completed and the boats returned to their stations.

Great regret was expressed, having regard to the reply of the President of the BOARD OF TRADE in the House of Commons on the 27th July, that more rapid progress had not been made in carrying out the important and urgent recommendations which the Royal Commission made in their first report, dated the 8th De- cember, 1892, relative to the connection by cable of light-ships and the shore.

Paid 1,6571. 2s. lid. for sundry charges on various Life-boat Establishments.

Voted 231. 15s. 6d. to pay the expenses of the Youghal and Montrose Life-boats in saving, respectively, a boat with five soldiers on board, and the crew of six men from the stranded fishing boat Useful, of Kirkcaldy.

Voted also HI. 4g. 6d. to pay the expenses of the Sunderland (South Outlet), Totland Bay, Llanaelhaiaru and Carnsore Life-boats in as- sembling their crews or putting off to the help of vessels not ultimately requiring their services.

Also 10s. to a man who saved three persons from the boat Shannon, which was caught in a squall and swamped while on a pleasure sail off Skegness, Lincolnshire, on the 8th July, with thirty-one persons on board, twenty-eight of whom unhappily lost their lives. The sum of 7s. Sd. each was also awarded to the crews, numbering in all sixteen men, of five other boats for rendering assistance in recovering some of the bodies of those who were drowned.

Also 11. to two men for saving the crew of three men from the yacht Eider, of South Shields, which was capsized about a mile and a half from the mouth of the Tyne in a moderate S.E. breeze and a rough sea on the 1st July.

Also 11.10s. to three men for saving the crew of four men from the galley Susan, of Deal, which was sinking off the South Foreland in a strong breeze and a rough sea on the 23rd July.
